For the second time, a marijuana bill is making its way through the General Assembly. This bill paves the path for marijuana licenses to be handed out by the Virginia Cannabis Control Authority. They’re saying come this September, cannabis lovers and business hopefuls may finally see some action.

This is where folks like JM Pedini, Virginia NORML’s Executive Director, enter the scene. With fervor, Pedini believes that without legal retail sales, we’re just handing over control to untaxed dealers. That’s a pretty dangerous game for Virginian youth, says Pedini.
On the flip side, Kevin Sabet, who heads up Smart Approaches to Marijuana, isn’t buying it. He insists that this whole arrangement is just the industry chomping at the bit for those dollars, primarily from the susceptible young crowd.
Concerns Over Kids: More Than Just Hype?
Underage access is giving a lot of folks the jitters. Pedini argues that legal retail sales could cut underage use by making weed more regulated. Meanwhile, Sabet raises alarm that legalization equals more promotion. More promotion means more exposure for kiddos, whether it’s on billboards or on their Instagram feeds or TikToks.
