“Consumers are weighed down by a fair amount of uncertainty when it comes to what’s going on with the economy, and particularly what’s happening with the prices down the road,” remarked Katherine Cullen, the National Retail Federation (NRF) vice president of industry and consumer insights.
A recent NRF survey conducted by Prosper Insights & Analytics reveals that nearly 80% expect prices to increase due to tariffs. However, despite prioritizing essentials, folks are still finding ways to sprinkle in some joy.
“We saw this during the pandemic too,” Cullen noted. “Holidays became a way to focus on what truly matters—being with loved ones.” Halloween, with all its whimsy, offers a chance to escape reality and connect.
Holiday Spending Trends
And just like that, spending forecasts are climbing sky-high. In fact, NRF predicts Americans will spend a record $13.1 billion by 2025. With Party City closing shops, who’s cashing in this season? You might be surprised.
Discount Stores Reign Supreme
Discount stores top the list as this year’s go-to spots for Halloween shoppers. According to NRF, 42% are shopping at these stores—up from 37% last year. “People are looking to make those dollars stretch,” Cullen said.
Discount stores, broadly encompassing dollar stores and off-price retailers, are tempting consumers across income levels. “Consumers already shop at discount stores for essentials, but they’re also picking up little indulgences like Halloween decorations,” explained Katie Thomas of the Kearney Consumer Institute.
Oh, and social media isn’t lagging behind either. Influencers are stirring up interest with their seasonal “hauls,” particularly appealing to moms and party planners.

Home Retailers Stepping Up
Over at The Home Depot, they’re not resting on their laurels. Remember Skelly, the viral 12-foot skeleton? That introduced them as a Halloween hub back in 2020.
With the launch of new products like skeleton pets, Home Depot is staying ahead of trends. Their 2025 collection dropped early in the season, feeding the growing Summerween craze.
Decoration Trends and Stats
There’s a marked spike in home improvement store shoppers (14% this year up from 9% last year), with 78% of buyers planning to purchase decorations. According to Cullen, lighting is popular, followed by pumpkins and door adornments.
Crafting a DIY Halloween
For those who are a tad handy, craft stores are seeing increased foot traffic. Shoppers are keen on DIY projects, making costumes, or simply getting creative for the season.
Craft stores like Michaels are cashing in, especially during Summerween, by rolling out Halloween decor in June. This trend is feeding into everyone’s inner artist and offering yet another saving avenue.
Thrift and Creativity
Thrift stores continue to charm the budget-conscious. According to a recent Goodwill Industries survey, 60%+ of adults making their own costumes will shop at thrift stores this year. That’s up from previous years, as saving money takes priority.
While tariffs and prices linger on consumers’ minds, celebrations will proceed with gusto. “We’ve traditionally seen people hesitant to cut down on holiday fun,” Thomas noted. “Trick-or-treating and decorating bring communities together—cutting back feels like cutting back on joy.”
